If I want to mix two colours and clear 00/00. Is it still 1:1 ratio with the activator? For example 8/38+9/36+00/00?

Is it permanent? I ‘dyed’ my hair with a darker tone from shinefinity but I thought the colour would disappear after a few weeks. Still don’t have my blonde colour back :(
