Probably, its the high heat in lndia that can be stressing your rose. I poured & fermented red onions with the growth hormone # Auxins on my stressed roses too in tropical Malaysia & they are budding out now 😊

Have you trimmed and fertilized it after flowers withered. You also can make new plants by grafting or cuttings.
