It’s not raw! I’m from Florence and the Florentine Steak 🥩 is like that, and it must be like that. When the meat is cooked like that, here we call it “al sangue” that literally means “with blood”… just a way to say “red inside”. For those wondering, fresh cuts of meat only hold bacteria on the surface area and it is actually safe to consume raw meat! Raw meat is pretty good if you have it Tartare. The only time it's not safe to do this is with ground meat as the surface area is blended together. The sear he did on the pan was to kill the bacteria and was still able to eat the steak.
To add to this, food standards are quite high in Japan and basically any meat can be served raw if stored and prepared properly. Not just fish or beef, which are often eaten raw anyways, but even chicken in some places. Though I wouldn’t be too scared to eat this anywhere tbh.

In Japan they’re past the “raw” stage stuff, they go for flavor, that cook of steak flavors mesh so well with that rice, than a more cooked steak would be, it gives it that sweet tangyness, it’s preference like wings lemon pepper, garlic Parmesan it’s a blend that pertains to certain peoples wants or preference with the blends of flavor.
Of anyone who wants to say the steak is still raw: Raw means no cooking at all, Rare means the outside is cooked. Rare is the literal term for defining the cook on red meats, so because he did sear it, please quit saying the steak is raw when it's not, its Rare. Beef isnt the only meat that can be eaten this way either, most red meats can be eaten rare like lamb; duck and Venison. Those also use the term rare.

@@cmb4tw2800 My father was the head chef of various restaurants and 5 Star Hotels when he just got out of the Marines, and actually professional chefs do call it Rare. My cousin also graduated culinary school and is a Private Chef and he will also tell you it's rare. I've learned everything I know about cooking from my father so I do think I know a thing or two about the actual terminology and techniques for cooking. Rare steak still temps out to about 125°
