You don’t split 9s vs 7 because it’s 9/10 times already a winning hand. 18 beats 17, same reason why you don’t split 10s. You do split 9s vs 8 or 9 though because 18 doesn’t beat 18/19 so you take the chance to get a higher hand.
In vegas at high limit rooms they dont hit, but other places looks like they hit, its still 50/50 for players , on the same way they can bust and players win , and opposite as well
