17 the goat. Literally every match top to bottom was pretty great (I mean, other than battle royal but it had its charm). Also still the biggest main event ever, imo. No two have ever been over as nuclear as Rock and Stone Cold were going into 17. End of Attitude era. Trips v Taker. TLC 2. I just can't ever put anything above 17 because of everything. Also frankly the best video promo they've ever done with the best theme song ever, My Way for Rock/Stone Cold.
I don't disagree with your assessment at all. Mania 17 was great, but I give 19 the slight edge. Mania 31, was a great show amplified by what I was dealing with personally.
