7:15 in my country or at least my town this is very common, the day they restock it's usually the most expensive and as the days go the prices go down as well. I assume the first day the clothes that are better quality or cuter in general get bought fastest and only the ugly stuff is left so you have to either go there as soon as it opens on restock day and pay a lot or go later in the week and have less of a chance (but still possible) to get cute stuff for cheap. There's been times I go a couple days into the week then it's basically mid price, mid quality and still find a lot of stuff I like for a good price.
