If my limited experience in Wallpaper Engine has told me anything, then in order to make this kind of stuff, you need: A) The actual artwork(Preferably segmenting the entire drawing into pieces. Example: A skull, have the jaw and the rest of the thing on separate layers so that way you can export each layer individually as a transparent png, thus making your job of creating fluid movement easier in wallpaper engine because, there you can apply certain effects, movement and stuff to imported pictures) and B)Well... Wallpaper Engine. It's actually pretty easy to use but there are plenty of tutorials online for it. This was a very simple explanation, I am not an expert, but based on what i see in this certain piece of art, I would say that they did it with wallpaper engine. Might be wrong tho. Wallpaper Engine is not the only thing out there used to make animations.

I think technology has progress enough (2020) that we can now add virtual AI instance in HW that can connect to either AWS amazon cloud / Microsoft Azure cloud or Google Cloud backend AI systems to generate super-advance machine learning proxies. They will return AI agents back to the hardware based robots that can act and respond like humans. ...we are almost there.......
