The gem pushers are just my favourite with the kuji and the marble games ( which are gone :( ) I'm so happy to see when you find a playable, not rigged gem game, where you can actually win ^^
It would be something like glycerin because it's more viscous so it lets things float around slowly and stay suspended in place. The water would be too 'thin' and oil would leave more glossy residue around. But, obviously, it'd all be toy safe and nothing dangerous to people buying/winning the keychains.
It's generally distilled water with a bit of glycerin mixed in. Straight glycerin is too dense (and more expensive) by itself, and the mixture of the two helps minimize yellowing over time. If the pieces inside float really slowly it can be mineral oil, but that's not often used in commercial products.

The reason they're looking at you is because you're basically talking to yourself. Yeah your filming but you're still talking to yourself. Same reason you get caught filming at other places. You need to use a small camera like a go pro and camouflage it. Then record the video...and do an added on commentary after the fact. So you're not talking in the arcade...that's why you get caught. If your more stealthy about it, you'd probably get caught less.
