73rd Founding Anniversary of the First Scout Ranger Regiment, Philippine Army (Speech) 11/25/2023

    “This event is not just a celebration of history but a recognition of this unit's pivotal role in confronting internal security threats and safeguarding our nation,” said President Ferdinand R. Marcos Jr. as he led the 73rd Founding Anniversary of the First Scout Ranger Regiment (FSRR) of the Philippine Army (PA) at Camp Pablo Tecson in San Miguel, Bulacan on November 25, 2023.
    Recognizing the crucial role of the unit in ensuring an insurgency-free nation, the President personally conferred awards on exemplary soldiers of the FSRR. Among the awardees were Second Lieutenant (2LT) Harold Quinagoran and Corporal (Cpl.) Gino Padasas, both recipients of the Gold Cross Medal award for their exceptional courage and gallantry in the line of duty.
    2LT Quinagoran was recognized for his role as the Executive Officer of the 4th Scout Ranger Regiment, PA, during an armed encounter against approximately 30 communist terrorists at Barangay Kolambugan in Sibagat, Agusan Del Sur on October 12, 2022. Meanwhile, Cpl. Padasas was recognized for his gallantry in action while serving as the Automatic Rifleman of Team 2, 2nd Scout Ranger Battalion, First Scout Ranger Regiment, PA during an encounter against approximately 25 Communist Terrorists at Sitio Kilap-agan in Malaybalay City, Bukidnon on March 3, 2022.
    “Your specialized skills in warfare, counterterrorism, and special operations make you indispensable to our nation’s security. To this end, the Department of National Defense (DND) will review the Scout Rangers’ capability requirements and pursue operations that will enhance our operational capability and effectiveness to achieve the desired defense objectives,” the President announced. He further stated that by providing the necessary resources and support, it would bolster the country’s defense against current and emerging threats.
    The Commander-in-Chief also emphasized his commitment towards the goal of attaining lasting peace, recognizing the amnesty proclamations issued under Executive Order (EO) No. 47, which signify significant steps towards national healing and peace-building.
    “By providing a path for former rebels to return to the fold of the law, the national amnesty program contributes to the overall stability and unity in our country,” he added.
    “As I stand before you today, envision a Philippines where the echoes of gunfire have dissipated, replaced by the laughter and hopeful voices of our children, echoing the promise of progress, of unity of peace. Let this vision ignite the flame of hope within each heart, for together, we are sculpting an insurgency-free, secure, and harmonious Philippines, where the dreams of our people flourish unhindered,” he concluded.
