Yeah there are much worse things he could do. Smoking was still allowed in certain bars and patios and things then too not like now he's in the States there too I remember you could smoke inside the mall in Las Vegas in 2006 or so. It was more normal to smoke than not to years ago. If it's hurting his voice he should cut back but he was about 27 or so there pretty young and it's just a cigarette.
