I think they can rig that bonus wheel space and any 'good' value. I know many times when this game intentionally missed the bonus wheel space... The wheel bonus itself looked rigged too, which makes the chances of hitting 10x + Boardwalk (which equals 1000 tickets) as low as winning a rigged claw machine set to 5% payout
