If a film connects with a different film, so there's a need of 1 supporting character in both the films. War and Pathaan were connected because both the films have Colonel Luthra. If Colonel Luthra was the supporting character of Tiger 3, it could have a sense of his appearance in mid-credits scene.
If we talk about other cinematic universes, in MCU, Iron Man 2 post credit scene shows Mjolnir and the scene was the Thor (2011), Phil Coulson appears in both the films, so that's why they were connected.
The basic thing of a cinematic universe is that a film's credit scene shows the future of the lead character or a supporting character of the film. The scene must be connected to the entire film.
And Everybody knew the story of War 2 as we saw in War ending. Kabir will just follow Jr. NTR's character to catch the main terrorist Farid Haqqani. Kabir will go darker, but he will always be loyal to the nation. So, there was no need for teasing War 2 again in Tiger 3. Tiger 3 brings all the 3 leads together. Now, there must be 4th lead in the Spy Universe for a crossover film.
You also said right about the timeline. Timeline is also wrong. In War, it was confirmed that War 2 will come and in Pathaan and Tiger 3, there is no future of Pathaan and Tiger shown in the films. So, Pathaan and Tiger 3 should be before the events of War (2019). There was no need of Kabir in Tiger 3.

it's not about the record , It's about their talents that we are talking about them. sorry bro but by all negativity spread by haters , I have already watched #Tiger 3 , two times, I felt in love with this movie. The concept through this movie all the makers and artist have tried to show to the world that Indians always want peace, not Pakistan but as we all should know that peace is the necessary thing for the salability of the region and in this movie for the first time and Indian Raw agent some how personal because his wife was a previous ISI agent he get involved first he solve the personal matter but he get poisoned on prison of Pakistan on that moment the first climax of and the very tuff mission is break the prison and #Pathaan his friend and colleague came to help him. The love and respect seen in #Pathaan eyes for the #Tiger. and after breaking prison and then he start his main and last mission to clarify his image, safe the ministry of Pakistan only hand in Pakistan that want peace and also get his revenge from #Aatish. I really loved the movie as I am a Indian movie lover. I have watched all three best movies of the year #Pathaan #Jawaan and #Tiger3 all these three movies are best and wroth to watch many times. all three very positive and energetic movies. love and respect for all 3khans and Indians.
