    Why not just bolt straight to the existing concrete floor?

    So the integrity of the I-posts soley rest on the blocking? It appears that the blocking is the what will be holding back the hydrostatic pressure.

      Bingo. The eye beams only hold the wall together. it does nothing to increase the applied loads against the soil beyond.

    This repair does not transfer the wall load to the soil beyond. A big flaw with this approach. In essence, this repair is just holding the wall together. Similar to what a Carbon Fiber strip would do in terms of performance. No steel eye beam and/or carbon fiber strip should be applied to a bowing wall that is deflecting over 3/4 of an inch in deflection. This wall is way past this point. Hopefully, the repair will hold over time. And the client is losing a lot of wall space from the deployment of the 6" I-beams. It is best to hire a structural engineer first to evaluate the wall, and write up the repair plan first before getting any estimates from contractors. Engineers would recommend an anchor system such as a helical tie back system, wall anchor system or perhaps even a Geotechnical approach such as a soil nail retention system equipped with vertical whaling system to support the applied load of the cinderblock wall. It is much more productive to drill through the existing wall and apply the appropriate engineered anchoring system to transfer the applied loads out to the soil beyond. keep in mind waterproofing companies may be good at waterproofing, but they may have limited expertise in applying foundation repair concepts. A foundation repair contractor equipped with a network of engineers can offer the client a more robust option list of means and methods. Always do your homework first before hiring any contactor.
