I think that means one state will recognize another states actions, I don't think you can use California notary language to have a Vermont notary acknowledge the document.

Yes, I think a document notarized in California is valid in another state. I think I misunderstood your question, I don't think it is possible to have a Vermont notary perform a notorial act using California language -
