You can apply some skills to any character. They likely just applied some Super 17 or Final Form Towa fusion skill to one of them, so the fusion would be one of them.
They don't update models for something so small. It's the same reason the Xeno Trunks and Xeno Vegeta dont get earrings in a cutscene shown early in this video.
