Yes but its cleaner to seperate the markup (HTML) from the styling (CSS). Its cleaner and better for checking for errors. Also CSS will have more control over the boldness eg font-weight:100 as an example. If you are just bolding a few things then go ahead with the tag. If you are often bolding things then CSS is the way to go.
