@anthony, cyber valley takes the name of cyber dragon and he had a cyber dragon in his hand along with powerbond. Meaning, he could summon cyber twin dragon in one turn and double his attack which is 5600 attack points.
Any deck that consistently spits out OTK's should be using Trap Stun instead of Royal Decree. That would also allow Magical Hats to work if you would like to use it.

You can do Morphing Jar on that one. He's level 2, and works well with Ojamagic, but you can't use him for Sandaiyu.
I don't use magical hats because I use royal decree on main deck
