Bullet let her use ultimate after special like you doing with A.Chifuyu, so that you can damaged the back line as much as possible, it his strategy to control the skill so he don't usually auto ultimate .
to add on the above, more specifically, because she's Immune to Hitstun in that form, ASY's Special couldn't stagger her while she took shots for free.
if you want pure cdr, maze is better unless you get extremely high roll cdr (4% from substat + at least 6% from latent, cuz maze gives 10%) and CDR is better on AChris to proc her ult faster to get the buffs and dmp amp

It's quite surprising that Christ has that much ATK but because of the fact that she is an Awk Support which means she can't counter other classes well enough (Striker, Defender, Ranger, Sniper).
