Because here we are first using the variable a (y=a) before assigning the value (a=2) in local scope. Whereas in case of variable y , we are first assigning the value then using it. Use the keyword nonlocal to declare that the variable is not local. Global statement permits modification of global variable in local scope and nonlocal statement permits modification of enclosing scope variable in local scope.
If we don't specify any variable or expression with return statement, , by default it returns None... Further, the returned value is not stored in a variable also... According to question, it's not required...
