STOCKTON - A civil grand jury has found that too many cold case investigations go unsolved in San Joaquin County primarily due to lack of staffing and available resources. The San Joaquin County civil grand jury released a 27-page report on Friday and recommended that the San Joaquin County Sheriff's Office, San Joaquin County District Attorney's Office and Stockton Police Department find ways to hire several more detectives and investigators to strictly work on cold case files by the end of the year. By March 2020, all law enforcement agencies also should include sexual assault and missing persons under suspicious circumstances in their definition of what is considered to be a cold case investigation. Looking into the lack of closure from county cold cases stemmed from what the report called "an ongoing fascination" in the media and general public with high-profile, unsolved crimes. The report named one such instance as the April 2018 arrest of 72-year-old Joseph James DeAngelo, linked by DNA evidence to be the alleged prolific serial killer, rapist and burglar known as the Golden State Killer. There are more than 500 cold case homicides in San Joaquin County, including at least 12 homicide victims whose remains never have been positively identified, according to the report. The exact number of cold case homicides is unknown due to the lack of a consistent "cold case" definition and the lack of a digitized tracking system.

When u drive from LA u gotta hit the valley first thats how the freeways run
Nothing in Vallejo that’s bad, I live in Vallejo.
SF has changes for the better.

Honestly as a stocktonian, people leave you alone unless you’re looking for trouble. Now Chicago and LA on the other hand.
LA is one of the safest cities in America. The worst thing might happen is someone crip walk on you lol

I'm a Oakland native..1954...grew up near Mosswood park in a home. My Mother was a widow so VA and SS helped my Mom and 6 kids. I never resided in projects and was shocked to see down town Stockton. I had a home near Foothill square. When my youngest reached 18 I had a house built near Morada and 99. A home built from the ground. I should have checked this town out.

I noticed that the town painted all the SCHOOL and SCHOOL XING messages on the road, as well as the school crosswalk, in yellow which is hardly visible. It seems kind of curious that they would increace the chances a motorist would miss these warnings when they want the warnings to be as highly visible as possible.

There's a lot of money in Stockton, for example the mansions in Brookside and Quail Lakes area.
