Thanks for your question 🌹 It’s different based on the core network plans of the operators. But usually in this case, MSS will forwards all to STP/DRA to check whether they are ported to another operator or not.

How mss identify the dialled no is own customer or belongd to other network..since the mobile no portable system is also available
