Depends a bit on what kind of vacancy you mean: - Short term vacancies happen fairly regularly. But here in Eindhoven at least, they usually tend to find a new purpose rather quickly. - Long term vacancy does happen, but it's rarer. Usually in buildings (like a department store) that are harder to repurpose. Eventually they usually find a new purpose though. An example of a building that stood vacant for several years is the V&D downtown (Dutch department store chain that went bankrupt in 2016). It's a large building that was designed specifically as a department store, meaning that it was difficult to find a new tenant. They kept it operational as a communal space, where artists could expo stuff, or where events could be held, until the city was able to figure out what to do with it. Currently it's being redeveloped to offices and shops.
