CRPF, Assam rifles, Police, Army are all deployed Manipur, Curfew declared, Meitei & Kuki militants arrested, CBI is in action, Myanmar illegal immigration stalled....
But, high courts and Supreme court give bail to arrested militants, ask for human aid to illegal immigrants, UN human rights commission gets involved, Supreme court stalls CBI feom proceeding, meitei ring leaders and kuki ringleaders rebel and forgo agreed upon terms....when so many parties and organizations are involved is it any wonder that crisis is taking so long to be completely sorted.
The only other alternative is...' declare emergency for the state/ Governor's rule'..... unimaginable under the current circumstances. Not with China border issue and Myanmar internal crisis....both of which are just around the corner.
