It depends on case to case basis. It may happen when candidate is not worth to pay more or dummy articleship was opted. So I can't comment on that. It's better to concentrate on improving your skills and knowledge instead of thinking about others. You get salary based on your skills and expertise.
FYI, CA rankholders are offered with on an average 15 to 25 laks packages
