What I can advise you do is to go to a branch and ask them to assist you, have your ID, proof of residence and three months bank statement. On my end i'm not able to assist as the entire process is done directly with the bank and the PayPal website.
You must first verify your PayPal account there's 3 steps 1. Phone number 2. Email 3. Bank card Which they will debit $1.79 to verify but you will get it back. Then after you can link via FNB.
