maybe because the model is trained on so much data(increased complexity) that when it comes to making predictions, it gets confused and makes inaccurate predictions.

When there is underfitting, why the variance is low? I mean the variance can be high in case of underfitting, right? And when there is high variance and high bias is the scenario overfitting?

In case of High Variance and High Bias the scenario will stop at Underfitting, there is no point of overfitting(Because Training itself is underfitting so we are not going to proceed with Testing with under performing model)

overfitting= low bias and high variance , underfiiting = high bias (here as the model is performing worst on training data and based on the distribution of the model ,the variance might be low or high)
