I think youre a bit biased putting group B at first. Yeah Croatia has made one world cup final but lets be real, it was an overachievement and id say Croatia is not what they were in 2018. On paper Croatia is almost closer to Albania than Spain and Italy and by looking at Croatias qualfier run, lets say its good, but Croatia does not look like they can compete with Spain and Italy. So group B in my opinion is just two clear favourites with two underdogs, Croatia is the stronger underdog but still an underdog in that group at the moment. Therefore group D is 1st in my opinion. Austria is arguably a better team than Croatia at the moment, then theres Poland who is a big european football country and two giants, France and the Netherlands. So my ranking is: 1 D 2 B 3 A 4 C 5 F 6 E

Group D has 2 extremely good teams with a very in-form Austria who could prove to be a dark horse in the tournament, and Poland is Poland, could cause an upset, you never know.
