My parents are from Sicily and they told me that the no snitch policy “omertà” started 1000 years ago after being oppressed by Normans, Spaniards, French and Germans. It started because they couldn’t trust the authorities ruling over Sicily at any given time. Crimes were usually sorted out by local chieftains. My beloved grandmother Ida was Sicilian. She was a very strong, beautiful and powerful woman. They truly are a different breed of people. They never forget or forgive any wrong doing.

0.7% is still a huge number, considering the gdp for Italy im 2021 was just under 2 trillion, that's over 10 billion. Money that could be spent on education, health, welfare or something more worthwhile.

The journalistic style and delivery are very typical of Australia and how we communicate. The Sicilian Mafia has been in Australia also for over 100 years, so these programmes are of interest to us and obviously the rest of the world.
You need someone or a team with nothing to lose and no ties to family and friends to be able to take on an organization that has its roots imbedded in the system and even then you are going to face opposition from higher ups and the like. It's pretty hard if impossible to succeed.
Maybe just laws limiting anybody to own assets that are too rich. Like a maximum savings and maximum housing and car prices. As long as they let people get rich, people exist all over that will lie, steal, make drugs, kill and sell out in various ways to get near the money and have the power they think they want to stand up to the other people in life that have things...property, cars. To be alive and find yourself unable to live well enough to be with people or make substantial money is the start of people joining these groups. In Sicily they probably call it the good life, but in the USA they call it the American Dream....In Africa your allowed to be homeless and poor but many get out of there looking for money and a life of substantial money... Seems everyone wants to shun and shake off the poor....the government doesn't want abundance for all in any country, they want to agree with the excess population idea and be hard on them.
