As an artist, the white Pencil is the most important pencil to use while blending colored pencils/making lighter tones/colouring on black paper or color paper, so the white pencil IS important
OBJECTION HEARSAY
As an artist, it's NOT THAT important cuz u can do the same with lighter shade pencils. Let's say ur trying to blend light green and dark green, u can just use the same light green pencil to blend the whole thing. Whereas white pencil can only blend colours but the lighter shades can blend AND colour.
And for black paper, we can use white gel pens which also can be used for two things, being used on black paper and making highlights.
Thus concluding, a white pencil is not THAT important.
