The fact that the ref didn’t give the goalkeeper a free kick for the tackle is the real crime here. And then allowing a quick free kick while the keeper was holding his leg. A catalogue of terrible refereeing.
He picked the ball up, then put it down. When he picked it up again it was a foul(goalies can't do that). The ref blew and the guy in white ran over and took the ball off him. Goalie didnt realise he had fouled by doing that so thought he was time wasting well.
As a referee, I absolutely would never allow any indirect freekick taken from inside the penalty area to be taken that quickly, ESPECIALLY not in a moment of confusion like that. The referee created an unfair advantage for the defending team by managing that situation poorly, in my opinion. Sportsmanship should have dictated that they didn't take it quickly, but if that fails, you as the referee need to take charge of the situation and set up a formal indirect kick. Ref lost his head for a bit I think, poor bloke.

Intent (or lack thereof) comes in to play when deciding the severity of the punishment following a foul. Just because there was no intent does not automatically mean that no foul could be committed. Take an extreme example of an accidental elbow to the face - It is always going to be a foul but not necessarily a card. I have lost count of the number of times as a referee that the player who has committed a relatively innocuous foul says “I didn’t mean it Ref”. My most common response to that is “if you meant to do it, I’d have booked you”. We were coached as Refs to ask ourselves was it careless (foul), was it reckless (yellow), was it with excessive force (red)? All with a degree of flexibility based on conditions etc.

Making a striker come out of position before picking it up is fair enough, but the striker actually stopped so as not to get too close. He then doesn't pick the ball up but invites the striker to lunge for it so I wouldn't give a foul - the goalkeeper implicitly shows that the ball is fair to challenge for.
Had something somewhat similar happen to me. I picked the ball up, opposing player ran into me then forcefully and blatantly grabbed my arm to rip the ball out, I dove on it..ref called an indirect free kick and other team scored easily as I was incensed/confused asking the refs how they didn’t see what had just transpired.
Why not just pick it up BEFORE the opposing player rushed at you? You CAN use your hands BEFORE the incident. It is almost like the goalie CREATES the problem and that is why soccer goalies are, in the world of sports, wimps.

It's his position when the free kick is struck that matters. Since he wasn't even visible in the video before the kick, I can only assume there was a teammate of the keeper between the scoring player and the goal when the free kick was taken.
