Is it common in Europe to have centralized heat and cooling? We had the opportunity to visit Samara and Moscow back in the 90s and both cities had centralized heat. I don't know why but Thursday seemed to be the day that the heat was on in the apartments where we stayed. The rest of the days they had no hot water or heat.
