Basically, the star destroyers were actually built by the empire, or at least the project had been started by them. This is also why the star destroyers are imperial, and not First Order. The fleet was not finished before the empire collapsed. This isn’t the first time we see the First Order pick up the work of the empire.
This just adds to the issues of the movie, but in the extended edition of the rise of skywalker novel, when palps died in return of the jedi, he sent his force spirit to exogol where they were working on a clone body contingency, part of that contingency also revolved around striping exogol, that originally was littered in sith temple, palps followers used those resources and a clone work force to build the fleet over the 30 years between, as for the planet killer weapons, remember it only took 3 year to build a second death star, so they had the tech and plans they just had to scale them down, and as exogol was a sith hive it had plenty of kyber to use as focus crystals for the weapons

You could put that droid in the top part of the republic capital ship where the kyber brick is, but dont flick the lever inside the area, jail for the droid
