I played each iteration of Thrill Drive whilst visiting Japan year after year ( the first game is still my fave). That 'secret track' seems to be from an earlier Konami 1995 race game 'Midnight Run'.
America secret condition: Late evening, resulting in sunlight obscuring your vision. Europe secret condition: Foggy heavy rain at night, the dark clouds will make it hard to see. Japan secret condition: Stormy weather at night. Thunder flashes can blind you for a brief moment.
