My plugin did not show on left side in wordpress . Could you tell me why this happened

hello sir how can i create this task
1) Add a plugin menu on Dashboard and a submenu page where the admin will be able to
import a CSV.
2) The CSV will contain username and 3 random fields.
3) On CSV import the plugin should save the fields in the WordPress user meta based on the
username. For.eg.
CSV will have these columns:
Username Field1 Field2 Field3
test Value 1 Value 2 Value3
test2 Value 1 Value 2 Value3
On import the fields will be associated with the users with username test and test2.

in admin side including files we use admin_enqueue_scripts instead of wp_enqueue_scripts. may be i'm wrong.

add_menu_page directly q add ni krta. why do we need to again register it? add_menu_page ye filter ni ha kia?
