This is something Azure Docs having a hard time explaining to make people understand private link, a vague term in its context!!

It depends on the Paas Services, usually PaaS services are not inside of your Virtual Network so they might not benefit from private endpoint, however VNet injected PaaS services could benefit because in this case the PaaS service itself is deployed inside of your virtual network, hope that clarifies
