Ever use hair detangler for kids...I believe Johnson and Johnson makes a good one, add a little hair grease to her ends, sometimes that helps to keep hair detangled!
Perhaps you can spray water and/or a detangler on her hair. Also I saw on another dolly youtube channel you can reseal the dolls hair by using "Mod Podge glue" inside the doll's head to lessen the hair coming out.😊 Where did you order her from?

She’s a really beautiful doll I just bought my second one and made twins out of them. But yes hair does shed a lot so I use mod podge glue to seal their hair I have a video on my channel showing how I use the glue to seal there hair you can buy the glue from Walmart . I’m gonna make a update video of her she’s doing good . Your daughter will love her .. 😍
