Means.... Stipend, if any, being paid to the employee on study leave outside the country, then no study allowance will be paid to him if such stipend exceeds the amount of allowance due to him. If stipend is less than SA, then difference of the two shall be applicable.
No where is written for span of 120 days for ccl. I have searched every book mutthuswamy and vrinda. Minimum span of 5 days is written but maximum span is not mentioned any where.

The provisions of rule 53(4) of Central Civil Services Leave Rules 1972 mandates for execution of a bond by the Government Servant who is granted study leave in the relevant format prescribed for the said purpose i.e. Forms 7-10. This was notified by OM dated 08-02-2014 and this is not for extension but for all those who avail study leave under CCS .

Can an employee avail earned leave in leave account when he didnot avail any time now need the same at before one year retirement after this will get 300 days cash in -liu
If an employee has 300 days at his credit and wants to avail earned leave before one year of retirement, he can avail any quantum of it but at the same time if he wants 300 days cash in lieu of leave salary at the time of retirement,then he should avail only one month earned leave which he can subsequently earn in the last year.

@@DYRshorts EXOl is not granted generally....it is when u pursue some course purely in the interest of public work...means ur course should benefit govt.work or your abilities to perform govt .work more efficiently. Plus , to visit abroad , u need permission from Adm.Deptt concerned ..u cannot proceed on ur own...
No...medical leave is not any type of leave.... It is a ground on which leave can be taken... U can take earned leave on medical grounds Half pay leave can be Commuted on medical ground, so that you can draw full salary but double the amount of days availed shall be debited.
