Keep no of provinces in check. Also use a common nationally used language, jointly for official/educational purposes - later debate whether hindi or hindi+english. So I believe, the point of unity/integrity or conflict may be getting interpreted in the wrong way. The answer should be - why we people needed linugistic divisions to begin with - administrative/education reasons - here option - for bringing administration closer to people.
