Sounds like Bb to me.
That is Bb, pretty much standard for this tune. Like other blues-based melodies, that melody uses fairly simple arpeggios. Playing a Bb arpeggio then Bb minor arpeggio is the same as going from Bb7 to Eb7, a very common blues technique.
