The problem with La Jolla breaking from the city of San Diego is the required low income housing requirements for cities. If they become a city they'll have to zone in lots of low income housing.

Property owners are very concerned about nuisance lawsuits, and have to run errands at odd hours, or distant businesses. Additionally, the community largely consists of seniors who should not have to debate with strangers about 'income equality.'

San Ysidro, Egger Highlands and Otay Mesa need to leave San Diego too. Those communities should form South San Diego or break away to join Imperial Beach in becoming the City of Imperial Beach.
