This is so awesome, exactly what I need to carry heavy stuff up my stairs. I will start on building one ASAP. Just got to make up a plan and do it.

      You are very right
This fellow have a good idea .
It can be use for to be able to carry. Heavy Furnitures appliances and so on and not only a wheelchair.
Matter fact even the grocery shopping .

Chair should be facing the opposite way. I'd at least use a swivel chair bolted to the floor plate and instruct the user to face OUTWARD to minimize falling injury or getting foot sliced off caught between the stairs and the floor plate.

Gotta love all the people who are saying this is unsafe. These people are either scared of everything or they work for the companies that sell stair lifts. My father-in-law just had a stroke and can't leave the house and when we tried to get a stair lift he had to apply for a grant and pay a thousand dollar deductible. $5,000.00 and a 3 month wait time.
Simple bars to pull himself to the toilet cost an arm and a leg. Thinking about buying a basic elevator becomes a fantasy because of safety restrictions and costs associated to the installation and purchase price. These nay sayer's need to understand that people either try shit like this or are house bound and or have to sell everything and go to a old age home. If you think home care is cheap you might want to take a long hard look at the insanity of it all.
The way I see it, these people who are all about safety should take 3 months and be stuck in a house without a stair lift and housebound and I guarantee that they will be willing to try just about anything someone might think of to get the hell out of that prison that used to be called home.

So you are trusting your loved one's safety to the braking mechanism on a winch? There is also no broken rope or over speed saftey which could be made. I have seen others DIY lifts that employed safety features, guess you diden't have time for that.
