when an ultra fuses, the body of the ultra becomes one entity, its power is the literal fusion, most of them dont get new abilities except for the capabilities to use powers of the other ultras who fused with them, the human hosts however stays the same, saga was confirmed to be controlled by 3 human host but they have synchronized movements
btw ultraman noa is also believed by the fandom to be the strongest ultra, playing the role as a diety and some sort of a god-like figure in the planet of ultra despite not originating from any planet

Ultraman Nexus is the best Ultraman in Heisei Era. its so dark but its so good.10/10.
I think Tiga and Gaia is the best,but Nexus is also good
