While web swinging hold the button to go faster.
It's been a minute but I think he only swings upward if you're holding up on the dpad while swinging. Let go and it should be be fine (for this game).

As a Spider-Man fan, all you need to know for Shocker in anything Spider-Man is that he is robbing a bank.
If you ever see shocker and they don’t ever explain what he’s doing, context clue will be that he will be stealing something.
