There is no requirement for tourist visa... There is on arrival visa for indian s but at present because of corona it has been stopped. In other words you can book your ticket and just land in Japan and you will get the visa ( onces the servises resume )

Chances of getting the schholarship is completely on you and your profile, like your level of Japanese, then your qualifications and if you have written any research paper. etc. If you dont make it then apply for the universities directly
