But Harvey also used Blackmail to retain his senior partnership in the pilot episode. I suppose it’s how they pulled it off. Harvey in both instances kept his cool while telling both Hardman and Jessica what he will do if they don’t agree to his terms. Louis was just a big ball of rage and making demands left, right and centre.

Because it wasn't a bluff. Harvey plays the man and he knew Hardman would budge, but he needed Hardman to know it was for real. No different than pointing a gun to your head, you have control over the trigger, doesn't mean the gun is empty.
