This isn't hard to figure out. He and Madlib did the song. RZA wasn't too sure about it for MBDTF so Kanye stashed it. When it's time to revisit it he puts Kendrick on it which makes sense with the title of the song.

Kanye isn't known for he's speaking skills, he always seem unconfortable putting his thoughts in words
he says a lot and a lot is in it. but there are very empty moments in his words. but his words surely mean a lot more than those of his peers. like when I hear Virgil speak I'm beyond confused. Meanwhile with Kanye, I can follow a bit.

My Beautiful Dark Twisted Fantasy is easily a bona-fide classic and it is one of the greatest Hip-Hop albums of all time, but just imagine if No More Parties In LA was on that album. That whole album would be certified as one of the greatest genre barrier breaking masterpieces of all time. Either way though, I'm just glad that Ye finally released the track.
