you dont need a boat for the minikit at 1:55 just swim out to the minikit so that you are underneath it when the shark attacks you it will launch you up on the minikit
She's an extra toggle character. If you have extra toggle enabled under "Extras" you can play as special characters not in your character list on each level. Scarlett is in at least a few of them that I can remember.
in the port, you can walk up to people and if they have a silhouette-type-thing above their head, you can buy them and unlock the character. To unlock Davy Jones and Blackbeard, you have to battle them but not kill them.
That's b/c for some reason they didn't include Captain Teague in the game. Your two characters on the level replace Jack and Elizabeth, but there's no third extra for Jack's father. :/
