As it was explained to me, if YOUR lane is being closed or coming to a narrow and eventual end, the YOU have to work your way into the other lane that has the right of way. They don’t have to “merge” in any way to you, it’s YOU that has to work around their lane. People always think because their lane is coming to an end then they have the right of way. Nope.
