First, you want to wait until the neighbor is somewhere inside his house where you can walk behind him without him seeing you. Then run out of the house, and wait until he walks near the living room until he spots you. He should now be walking, not running, after you. Run towards your own house, making sure he's following you, close the doors and wait in your bedroom until he jumps through your window. If this works and you did everything right, he should stay inside your house and you can walk around his house without threat! I hope it works for you, but they might've fixed the glitch already.
I found a funny and cool glitch! If you put the trash can by the secret room's "Special Entrance", and jump, you can land on the train. It takes forever but it is worth it. You get stuck inside the train, and it spazzes out. The game can crash if you glitch into the roof. If you land directly in the center, it teleports you to a white room. I think it's the basement.
