According to MatPat, there were members of the paw patrol that existed before the the time the show started and they either died on duty or of some other cause. We don’t know how many but we know for a fact that there was a construction pup and a fire pup before rubble and marshal, I forget specifically what record it was but the previous fire dog held first place (the trophy even looks like marshal’s fire truck) and marshal was trying to become the new number one and rider already had used gear and a vehicle ready for rubble to use that he had to grow into when every other new member got gear that already fit them
The history of this world is definitely a scattered one. A theory that I had about the dogs talking is a little darker: experimentation. Throughout points in time (moslty the mid 20th century) nations across the world were trying to figure out how to make dogs as smart as humans because as you mentioned, the whole "dog god" thing was real. No traces of those dogs though were left after the mid 1700's and thats why they tried to do it. They eventually succeeded by somehow figuring out how to increase the dogs intelligence. Albeit in some cases, some less than good methods were used. Particularly during the second world war which I would assume you know what I'm talking about. Either the Third Reich in particular may have been creating some sort of "super hound" or were doing it just to do it
Wow....I never knew that...hear is my theory: I think the humans first ab*sed dogs back then but after the dogs got powers they forced humans to do what they want and used as slaves.

Unless they escaped to a land under the mountain that wasn't impacted by the meteor, I have no clue. Same problem with the Dragons. They are presented in only books in the show yet are real later on.

If they want to make friends with Ted Bastein they need to earn his trust by showing him respect But as of now Ted can't trust fans because the way they act and their behaviour is a major concern
